鑒於房屋供應及紓解貧窮的迫切需要，是此研討會旨在（1）促進不同持分者就過渡性社會房屋進行全面的討論；（2）建議一系列著重規劃及建築設計的過渡性社會房屋計劃，例如活化閒置建築物，用作租住單位，為基層群體建立一個安全便利及得到支援的環境，協助他們全面融入社區。
