Mrs Doris Fok Lee Sheung-lin, Assistant Director (Leisure Services), Leisure and Cultural Services Department

From Children's Playground to Intergenerational Open Space

Doris has rich experience in managing recreation and sports facilities. She is now responsible for the overall management of recreation and sports facilities provided by the Leisure and Cultural Services Department in Kowloon region. She also provides policy input on recreation and sports facilities management, as well as planning and design of leisure projects in Kowloon region.

Mrs Sylvia Lam, JP, Director of Architectural Services, Architectural Services Department

Born and educated in Hong Kong, Sylvia graduated from the Faculty of Architecture in the University of Hong Kong before joining the Architectural Services Department in 1996. She is now the Director of the Department with business area covering the development, construction and maintenance of government buildings and facilities. The Department has about 2,000 staff, with an annual project expenditure of about $16 Billion. The maintenance portfolio consists of 8,000 government premises amounting to 32,000,000 m2 floor area. In the past 30 years of her services in the Department, Sylvia has been involved in a wide spectrum of projects. The most memorable ones are the Dr. Sun Yat-sen Museum, Tamar Development Project and the Hong Kong Children’s Hospital.

Mrs. Lam has special interest in the application of innovation and technology (I&T) such as big data, IoT, BIM to rejuvenate various construction and design processes for continuous improvement. The Department started a ‘Corporate Intelligence’ initiative to comprehensively review how I&T applications can further improve the working efficiency, thus enhancing a better services to the public. Sylvia is also a Member of The Hong Kong Institute of Architects and is actively involving in the Institute as Member of the Board of External Affairs.

Mr Lee Kai Wing, Raymond, JP, Director, Planning Department

Reimagining Inclusive Public Space

Mr Raymond Lee has been appointed as the Director of Planning in the Government of the Hong Kong Special Administrative Region since November 2016. He is the Chairman of the Metro Planning Committee and Rural & New Town Planning Committee of the Town Planning Board. He is also a member of the Planners Registration Board. From late October 2012 to May 2014, Mr Lee was the Head of Energizing Kowloon East Office responsible for facilitating the transformation of Kowloon East into another core business district of Hong Kong. He was the Secretary to the Town Planning Board from May 2014 to November 2016.

Mr Lee has extensive experiences in town planning. He has previously been involved in planning for the old airport site at Kai Tak, review of the Town Planning Ordinance, harbour-front planning and development, boundary closed area and cross-boundary planning, and planning for new development areas in the New Territories.

Mr Wong Kit-loong, Chief Executive Officer and Executive Director, Hong Kong Housing Society

Creating a Community that Promotes Ageing in Place and Intergenerational Harmony

Mr. Wong is a graduate of the Chinese University of Hong Kong and the Advanced Management Program of Harvard Business School. Previously worked in the Hong Kong SAR Government, Hutchison Whampoa Property Group, he is now the Chief Executive Officer of the Hong Kong Housing Society. He possesses over 30 years’ experience and extensive network in the housing and property sectors, and is a recipient of the Ageing Asia Global Ageing Influencer Award 2019.

Mr. Wong is a member of numerous professional bodies, including the Royal Institution of Chartered Surveyors, Chartered Institute of Housing, Hong Kong Institute of Housing, and Registered Professional Housing Manager. He was previously Chairman of the Chartered Institute of Housing, Asian Pacific Branch, and Vice Chairman of the Housing Managers Registration Board.

Mr. Wong is very supportive of public services and was appointed to various government boards and committees. He is currently Member of the Steering Committee on the Qualifications Framework Fund under the Education Bureau, and Member of the Elderly Commission.
